POSITION DESCRIPTION: PROGRAM MANAGER, NETWORKS/CYBER SECURITY (HONOLULU)

Seasoned program manager in the Advanced Technology Solutions group responsible for all phases of programs from inception to completion.

Duties:

• Directs all phases of programs from inception to completion. Responsible for cost, schedule, and technical performance of program. Acts a primary customer contact for program activities.
• Formulates, reviews, and implements strategic plans, subcontracting plans, deliverable items, and contract terms and conditions.
• Develops and adheres to project management plan in accordance with CMMI.  Establishes milestones and monitors adherence to master plans and schedules.  Identifies program problems and implements solutions. Identifies resources needed and defines roles and responsibilities for the team. Manages production of deliverables and ensures quality and on time delivery. Participates in contract negotiations and changes. Effectively communicates relevant project information to management.
• Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
• Coordinates with Program Specialist to direct the work of employees assigned to the program in technical and administrative areas.  May serve as Program Specialist for small projects.
• Understands customer and adjacent market needs to create follow-on opportunities and secures follow on business.
• Develops new business or expands the product line with the customer in coordination with Business Development Manager. Coordinates and prepares proposals, business plans, proposal work statements and specifications, and cost estimates.
• Conducts market research in commercial and federal acquisition program planning to identify gaps that overlap with government priorities.
• Coordinates customer and market requirements with Science & Technology and Engineering groups.


Qualifications:

• Bachelor’s degree in engineering, computer science, or mathematics-intensive discipline. Technical degree may be substituted for business degree, applicable training certificate from accredited institution, or related work experience.
• 10 years of intensive and progressive experience in managing engineering programs, which include: managing personnel involved in complex projects of which s/he had total responsibility for the financial success of the organizational unit, and/or a significant government, preferably DoD contracts.
• Ability to talk with customers and formulate customer needs into product requirements.
• Experience working with networks and cyber security systems is desirable.
• Must be able to obtain a security clearance.
